well yeah, most kids Conan's supposed age haven't passed the Level 8 of the 10 levels to the Kanji Kentei, where ten is the easiest and one is a ridiculous kanji guru master. that's the national proficiency test in kanji for Japan. Conan's supposed to only know the 80-440 kanji on 1st-3rd school grade education, aka KK Levels 10-8. additionally, at KK L8 kids have to know: on'yomi, kun'yomi, stroke order, be able to write the kanji, use them in sentences, the names of the radicals, antonyms (ability to know the opposites of kanji, for example hot vs cold), and finally differentiate between homonyms.

reading a newspaper requires at a minimum a KK L3 or 2. basically? middle to high school graduate education and preparation for college.
